🔥 Chaos PvP: “Newly created” characters should not request a Reaper’s Mark immediately.
Conflict is a roleplay mechanism. In-character confrontation should be the byproduct of in-character reasoning and roleplay and not the result of animosities between players. Two characters may hate each other in-game but, nevertheless, respect one another out-of-character. "Griefing" will not be tolerated - and may result in being temporarily or permanently banned.
💡 All PvP must, at a minimum, abide by the following guidelines before battle:

to one another. The only exception is when both players are participating in the same event led by a DM, and their Hostile

💡 Don't just attack another character. Players should engage in roleplaying opportunities prior to combat so as to give one another an opportunity to set the appropriate combat modes.

Therefore, PvP, especially wherein no roleplay rationale existed, is met swiftly and properly by a Dungeon Master.
